RCMP reopen investigation into Dorchester Pen inmate death
RCMP have reopened their investigation into the death of a Dorchester Pen inmate after new information came out. Cape Bretoner Matthew Hines was pepper sprayed four times after refusing to return to his cell last year. A panel found the use of force was inappropriate, noting the 33-year-old was “under sufficient control of the staff” at the time. Correctional Service Canada has now fired one staffer and disciplined three others.
