Blaine Higgs hosts Facebook Live about plans as PC leader

New provincial PC leader Blaine Higgs has dished out some of his plans.  In a Facebook Live chat he wouldn’t commit to repealing the HST hike, but did say he plans to learn French, among other things.  The Quispamsis MLA was finance minister in the Alward government.
